NURS FPX 6616 Assessment 2 Summary Report on Rural Health Care And Affordable Solutions

Student Name Capella University NURS-FPX 6616 Ethical and Legal Considerations in Care Coordination Prof. Name Date Summary Report on Rural Health Care and Affordable Solutions The paper delves into an analysis of inter-professional team providers and available resources in Potter County, Pennsylvania, focusing on addressing high mortality rates due to opium overdose. Cultural competencies necessary for evidence-based data support are examined, alongside ethical considerations to navigate legal issues in organizational steps. Specific Population Needs and Community Potter County, with a population of fewer than 17 thousand people, predominantly comprises non-Hispanic whites, accounting for 97% of the population (Pew Research Center, 2018). Approximately 22% of the population is over 65 years old, and 14% live below the poverty line. The prevalent health issue in the county is opium use disorder (OUD), with high rates persisting for two decades. Access to medication treatment and reversal medications for opioid overdose is emphasized in international literature. The Pennsylvania Overdose Information Network (ODIN) analyzed drug overdose incidents, revealing victims primarily aged 20-39 (Barboza & Angulski, 2020). Factors Contributing to Drug Overdose Various factors contribute to drug overdose, including poverty, illiteracy, and resource availability. Opium is used in different forms, such as prescription drugs and injections, often in combination with other medications. Accessibility issues stem from the unavailability of clinics, physicians, or mediation treatments in the area. Studies indicate that increased availability leads to higher treatment utilization. Both consumer-based and provider-based factors impact accessibility, availability, and acceptability, contributing to the prevailing issue of opioid misuse. Current Available Inter-professional Team Providers and Resources Avera Gettysburg Hospital, a facility in Potter County, adopts an interdisciplinary approach to healthcare, integrating expert specialists, primary care providers, advanced technology, and research. Community Health Needs Assessment (CHNA) findings informed the expansion of services and inclusion of wellness programs, addressing consumer and provider-based barriers. Inter-professional Education and Collaborative Practice (IPECP) further supports improved healthcare outcomes (Martin et al., 2021). Interventions and Strategies Interventions for opioid overdose encompass micro, meso, and macro levels, focusing on attitude change, resource utilization, and policy implementation (Qudah et al., 2022). Cultural competency is vital for the interdisciplinary team to effectively address diverse community needs. Technology-Based Outreach Strategies Telehealth emerges as a crucial strategy to overcome accessibility barriers for both consumers and providers, particularly in rural areas. Telehealth services offer remote monitoring, diagnosis, and care delivery, enhancing healthcare access and delivery efficiency. Possible Telehealth Legal Issues Legal considerations in Telehealth include licensing, patient-physician relationships, tele-prescribing, fraud, abuse, and data privacy. Adhering to state and federal regulations is crucial to avoid legal repercussions. Continuation of Ethical Care Despite technological advancements, ethical principles remain paramount in healthcare delivery. Telehealth services should prioritize ethical norms, ensuring patient autonomy, beneficence, non-maleficence, and justice. Conclusion Potter County faces significant challenges related to opioid misuse, compounded by accessibility, availability, and acceptability issues. Interdisciplinary approaches and Telehealth strategies offer promising solutions, although legal and ethical considerations must be diligently addressed to ensure effective and ethical healthcare delivery. NURS FPX 6616 Assessment 1 Community Resources and Best Practices

Student Name Capella University NURS-FPX 6616 Ethical and Legal Considerations in Care Coordination Prof. Name Date Slide 1: Introduction Hello healthcare leaders, I am Student Name, and today I am presenting a critical topic related to community resources and best practices for a carefully coordinated healthcare system and care management. Slide 2: Agenda Community Resources and Best Practices Care coordination and care management are interchangeable terms with slightly different meanings. The Internet of Medical Things (IoMT) has facilitated the recording and maintenance of healthcare records. According to the Agency for Healthcare Research and Quality (AHRQ), care coordination involves deliberate activities and communication among all participants to provide safer and effective care, while care management entails episodic evaluation with a proficient team ensuring effective management of the medical system (Dealtry, 2022). However, despite technological integrations such as Electronic Health Records (EHR), wearable devices, Telehealth, and mobile services, care coordination and management are facing a crisis. Every technology has its drawbacks, and in the case of care coordination management, it gives rise to ethical and legal issues for stakeholders. Data breaches, whether internal or external, pose significant concerns, with the USA being particularly vulnerable. Over the last four years, US hospitals have experienced more than 90% of security breaches, with breached medical records being sold on black market websites for substantial sums (Seh et al., 2020). Slide 3: Scenario This incident involves the healthcare organization ARcare, which experienced a data breach between the last two months of 2022, with exposure confirmed in the first month of 2023. The breach, identified as a ransomware attack, involved cybercriminals demanding a substantial sum in exchange for the data of 345,000 patients. This critical breach compromised vital patient information including IDs, financial accounts, and insurance details. Despite paying the ransom, data restoration remained uncertain, prompting ARcare to prioritize care coordination management to enhance cybersecurity. Slide 4: Ethical Issues about Use of Health Care Information Systems for Care Coordination The American Public Health Association (APHA) advocates for healthcare services within communities while adhering to ethical principles. Telehealth and health services facilitate remote access to care with a holistic approach to care coordination. However, the use of healthcare information systems raises ethical concerns, including security, privacy, and confidentiality, which can adversely affect both patients and organizations (WritersBay, 2021). Slide 5: Legal Issues of Current Practices and Potential Changes Legal issues surrounding the misuse of healthcare information include patient security and organizational financial and reputational loss. Legislation such as the Health Information Technology for Economic and Clinical Health (HITECH) Act and the Health Insurance Portability and Accountability Act (HIPAA) aim to address privacy concerns and promote secure health technology integration. Recommendations for potential changes include strengthening information system collaboration, investing in data management, and aligning stakeholders with security agendas. Slide 6: Comparison of Current Outcomes with Best Practices Weak security measures and inadequate investment in Health Information Systems contribute to data breaches and misuse. Best practices emphasize system strengthening, teamwork, collaboration, and education for both healthcare professionals and patients. Slide 7: Evidence-Based Practices Evidence-based interventions focus on system strengthening through multi-factor authentication, team collaboration, and education. Technologies such as the Internet of Medical Things (IoMT) and Electronic Health Records (EHR) should be accompanied by a competent IT team to ensure data security. Slide 8: Role of Stakeholders in Intervention Stakeholders play crucial roles in improving healthcare information systems. Patients, providers, payors, and policymakers must collaborate to enhance system security, with policymakers relying on data-driven decision-making for effective interventions. Slide 9: Explanation of Data-Driven Outcomes Data-driven decision-making enhances cybersecurity through timely threat identification, security architecture strengthening, collaborative incident reporting, and AI-enabled threat visualization and analysis. Slide 10: Practices to Sustain Outcomes Sustaining positive outcomes requires involvement of all stakeholders, proactive threat detection, severity assessment, and continuous training and education. State and federal policies play a vital role in accrediting organizations and ensuring accountability. Slide 11: Conclusion The healthcare information system’s vulnerabilities have led to significant financial and personal losses, emphasizing the need for ethical, legal, and evidence-based interventions. Stakeholder collaboration, data-driven decision-making, and sustained efforts are essential to mitigate risks and ensure a secure and reliable healthcare information system.
